Based on research from Southern Africa and South America, this paper highlights the challenges in the way that most countries approach firearms licensing and registration. Many countries seem to misconstrue licensing for registration so we explain the benefits of having separate, but complementary, systems that focus on the licensing of firearms users and the registration of the firearms themselves. This approach offers numerous benefits but truly helps countries reduce the criminal use of firearms.
